Slowly up your boost while tuning and make sure you aren't getting any knock. You're going to be limited by the Walbro 190 and 560's, but as long as the tune is safe 18 should be fine. Everybody's car is different, so nobody can tell you yes for sure. It all depends on your tune.
I would start with a simple boost leak test before you jump into buying new ECU's and expensive stuff. It could be something as simple as that. Check the biss screw setting, get a new biss screw o-ring, and get new injector seals.

+1 on the CX Racing/Punishment kit. No issues. Everything bolts up pretty well with no major fabrication.As for a BOV, garage mod a 1g bov. It will take about as much boost as you can throw at it and it's a much cheaper route than an aftermarket bov. Here's a link...
Loop the coolant lines. Also check the oil return line from the turbo for a leak. Check at the turbo and where it attaches to the oil pan. If you just installed the turbo, I hope you used new gaskets for the return line.
If you plan on running the 16g, I wouldn't bother using the 4" intake. Get something cheap like a dejon or injen design that will fit to a 2g MAF and has the same size diameter as a 16g inlet.
