Well are you just concerned the cooling system is just building to much pressure. I believe the cap is what regulates the max pressure.

Check the main fuses. Its a possibility something grounded out and popped a fuse

My guess is the starter not fully retracting as crash89 stated.

What do you mean by your cap is .9 . If the cap is not opening up into the overflow that might cause too much pressure. But it should be somewhat hard under pressure.

Just run a die over them try to clean up the threads a bit

They make these back flush kits that you put a tee in the heater core hose and hook a garden hose up to it and leave the radiator cap off. Start the car turn on the water and let it go till its coming out clear. Then drain it and fill it back up with antifreeze. Worked great for me
