If you base pressure is 43, and you put 40 psi on the vacuum line going into the fpr (bike pump, air line, whatever), then you will see the fpr gauge go to 83psi, providing your pump is on.

Yea man, as long as both surfaces are cleaned real well (sounds like you did), slap them together and go. No need to do the block again (just verify with a quick straight edge). I usually do a round of rubbing alcohol just prior to putting them together. Torque and go.
