Ok at the risk of sounding like a dummy, I adjusted to where it's at .63 with the car and stuff off. When I press the throttle it only goes to 98% and 4.9v. I loosened the 2 bolts and fiddled with it until it finally stayed at .63. Tested it again a couple more times to ensure it was actually...
