You have a different car with a different ECU using a different interface.

Did you try looking at https://www.ecmtuning.com/wiki/connectionproblem and working through the list.

If so lets start a different thread to diagnose your problem.

i got a 1998 eclipse gst with a 95 gst ecu thats eprom with ecm link

That's pretty much the standard for a 2G with DSMLink. The other thread that you necro'ed was for a 1G.

Does your car run?
Have you ever been able to connect to DSMLink?
Did you buy it new or used?
Have you checked that your ODB2 connector has power?
Does the green light on the cable turn on?
Does the cable show up in your windows device manager?
Does your check engine light turn on for 5 seconds and then turn off?

Please answer each question.

oof im sorry for that i didnt realize it was for 1g.
anyways car runs but stalls.
yes i have been able to connect hundreds of times fine.
I bought ecu used and car also. ECU just got back from ecmlink everything checked out flawless.
green light on cable is not on.
didnt notice cel to much all i know is Cel is on when i start it. it stalls then i retry and stop and ask google LOL.

I believe that the green light on the cable should turn on if the cable is getting power. The fact that it's not suggests that is the problem and since you didn't answer my question regarding having 12v at the ODB2 connector you haven't checked that yet.
