I have a 1997 Eclipse GST That's burning oil and is blowing smoke out the exhaust. I hear that Mitsubishi piston rings are known for wearing out pretty early car only has 86k original miles on it never really push it. Any advice in fixing this only thing I could think of is a bad PCV but idk. Someone please help

You heard wrong- the rings are the absolute last place I'd look. If the head has never been rebuilt then you likely have leaking stem seals and/or worn guides.
 
When is it blowing this smoke? While idling? Accelerating, decelerating? Or is it constantly?

If you see the smoke only when you decelerate, it's likely the valve stem seals/guides.
 
Will it do this without being under load (like in neutral) or just under boost? If you get it under boost only, you should check your turbo for play. You should probably test it anyway because it doesn't take long.
