1G Turn signal help please!!

I'm to the point of desperation here everyone. I can not figure out why my turn signals won't work. I have tried everything I can think of. It's a 91 talon tsi.
My hazards work fine, all bulbs flash. Replaced all the bulbs, have tried a new hazard switch, turn signal column switches, new relays, fuses and hazard flasher.
With the new flasher it will kinda click the 1st time I tried it but then stops. I have gone through the wiring diagram and manual 100x and just can not figure it out. Please someone help, need a fresh prospective on this.
 
Sounds like a grounding issue for the switch or relay. Have you checked to ensure the lights have proper continuity to ground (voltage drop test) and verified you're getting voltage on the light blue (left) and dark blue (right) wires from the switch to the turn signals themselves once the switch is activated respectively?

If the wiring has proper power and ground, your bulbs are the only thing left in the equation. This is the diagram I'm referencing:

This is the diagram I have from the factory service manual. I don't have any power at the bulbs when the switch is activated but no I have not tested the grounds for the switch or relay.
I feel dumb asking but what's the best way to go about testing the grounds. It's been along time since I've done any electrical diagnostics so I'm trying to dust of the cobwebs as I go.

Just follow the diagram to the ground wires and test continuity to the negative battery terminal for starters. If you have continuity then you can proceed with voltage drop tests to see if there's a wire partially cut. Otherwise you need to see if you have 12v getting to the lights on the feed side from the switch.

Are the bulbs LEDS? If not start tracing every single wire in the schematic, that is the only thing you can do, powers, grounds, check with a test light and for continuity.
 
At the 10a turn signal fuse I have 11.5 volts with the key on and once I activate the turn signal switch it drops to 1.5 volts
