Putting car in gear to tighten crank sprocket bolt

Im attempting to tighten my crank sprocket bolt and i read that I could put the car into gear and have somebody hold the brakes to tighten the bolt to the 87 ft lbs but when I do this the motor still turns. The car is a manual. Why is the crank still turning?
 
You could try a gun with some loctite. you could try holding the cam gears but be careful not to jump timing that way, you could try wedging something on the crank sprocket to keep it from spinning. maybe throw on the bolts that mount the harmonic balancer to the sprocket to use as a wedge spot. Hopefully it all works out

I didn't want to resort to an impact because of the inability to limit torque but because of the mirage having a smaller engine bay I don't have the space between the wheel well and pulley to use such tools... Just to get the pulley out I have to remove the crank bolt and washer
 
For others looking here:
There is always play in the drivetrain that allows the crank pulley to move a little even with the wheels on the ground and clutch out and in gear. If you want to torque bolts to spec, you have to hold the crank pulley some way so it's rigid and can't possibly move at all. Like:

I once had a customer with a 3000gt tell me his wife would not use the parking brake when she drove the car. She left it in gear parked on a steep incline, and the weight of the car overcame the mechanical leverage of the motor and the car rolled back and skipped timing.
