Tight main girdle on revised 7 bolt

Alright, so recently I bought a revised 7 bolt from the classifieds on here. When I received it and started cleaning. When I went to remove the main girdle from the block it had to be pried off. And its extremely tight going back on. My 96 block is no where near that tight.. Machine shop cant give me any answers and im not sure what to do.
 
Most of the time i have to tap them with a deadblow to get them to come off. A girdle that pulls right off after the main bolts are removed is strange. If the main bores are round i wouldn't worry.

Dead blow wasnt really budging it. It took prying.
 
It should be snug but a moderate tap with a pry bar should break it free. The girdle should locate between the registers in the block by a few thousandths. If you are beating on it and it wont budge, something could be twisted up. Does the crank spin freely?

I put in my crank today, and it took bolting down to suck the main girdle down finally. It was done with a quick spin so it most likely did not take a whole lot of force. The crank does spin freely. My 96 block the girdle would come out with just a tug.
 
Sounds perfectly normal. Ive built 3 or 4 7 bolts now, and they have all been this way. Took some light prying to get it off, and i had to tighten the main bolts/tap it back down on all the way. I wouldnt worry as long as the crank spins ok, which you said it does.
