MPI hums Wont turn over

when i turn my key on my mpi relay starts to hum and it will not crank. it popped the main fuse and esc replaced both of them tried new relays even sent mu ecu to ecm link and they said it was great. dont know what would make my mpi vibrate till it sounds like its humming if i unplug ecm it will not do this but ecu is good what i have is a 1995 gsx hta68 fp mani 1050 fic 255 walbro v3 ets intercooler lc1 any ideas would be highly appericated

Have you checked the battery and cables? Make sure they are tight and all the grounds are good.

yes got almost 13v and brand new terminals and fresh battery ends
