1G E-brake not holding/What's minimum thickness for rear rotors

I bought this car in October of 2017 with no ebrake. The p/s cable snapped so I replaced both cables and both rear calipers using the old pads which were fairly new. I did adjust the cable from under the center console and it's pretty much maxed out. If I park on an incline, it slowly rolls so I have to leave it in gear. Does anyone know the minimum thickness for rear rotors (no ABS)? Only other thing I can think of is that the cable on the ebrake lever stretched. Any suggestions?
