    Only other thing i can think of is a clogged exhaust system and the exhaust pressure is high enough to force open the gate.

    Hook the gauge up to whatever your using to bench test the actuator and see it both gauges read the same.

    I noticed you didnt mention if the car feels like its low on power from lack of boost. Is your boost gauge reading accurately or has the line gotten clogged with something or a hole in it.

    Check the pump itself for a malfunction with its pressure relief valve.

    I would highly suggest you do some looking into using the evo LSD. You can get them for a fraction of the cost of the aftermarket ones and its lock up is very effective.

    Sounds like you filled the transmission...(3 quarts). The rear diff takes 1 quart.

    Do you have a manual boost controller? If so take it apart and clean it.The ball may be stuck and not allowing pressure to reach the actuator diaphram. Or if you think the actuator diaphram is bad test it by putting compressed air to it and see if the rod moves.
