Seems like you have a restrictor built into the banjo bolt. As far as the gaket how does it line up with the turbo and housing, was the old one just to small or is the new one to big, just port it to match if need be.

Replace your fuel pressure solenoid. The solenoid is mounted to your firewall on the drivers side and has a vacuum line running to your fuel pressure regulator on the end of your fuel rail.
