No its not recirculated, but I have the MAF-T setup to blowthrough, the isc sensor isnt on the tb..it screwed out somehow and pulled the plug off with it and I havent replaced it yet, but even after I noticed that was off it would idle normally.

Might also wanna check the seals on the injectors just to make sure that your not spitting fuel from that location. Could also be why your smelling fuel.
Ya its possible that it would change the idle of the car. Your best bet by checking if the maf is bad is by getting one from either a friend or someone that you know for a few minutes. Theres only other way would be to check the resistance.

If you were to remove the boost controller you would have to have the stock boost solenoid plugged back in which would be pointless. If you want to decrease the boost, you want to have more thread, to increase you would decrease the amount of thread.

Try doing a boost leak test and you should be able to hear all of that. I found plenty when I just finished putting my car back together, and the idle changed a lot.
