I would take it as not having a built motor then. But, if you take a flashlight and shinedown the spark plug holes you should be able to see a shiny piston. If it's not shiny it's not built, walk away as he coulda lied about a lot or stuff, or lower the price.
You have to remove the black trim thing around the cluster. Then remove cluster and open it up and remove overlay stickers not sure about the adhesive that will likely be left behind.You may consider replacing the whole cluster itself.Should only need a screwdriver to get cluster out of car.

Whatever the problem is sea-foam did not cause it you did. It doesn't put it self into your car it needs help. if you are going to look for a blocked fuel line I would start by checking for fuel in the rail, If there is none then I would open up the tank and check the fuel pump sock-filter...
