    Definitely Hoosier QTP or some other street legal slick. I have 205mm Hankook ventus all season tires on stock 16 inch wheels and spin in first and second with a quaife LSD. You want as wide of a tire you can get with FWD.

    If you put the heat exchanger right up against the a/c condensor can you just use the factory radiator fan for cooling. I'm not sure if the fan coming on at 200°F would be too late for the intercoolers heat exchanger.
