Port the turbine housing. If you port the turbine housing and a path to the wastegate you won't need the bigger flapper. The flapper alone may not cure your problem.

Absolutely if you are going to road race, autocross, or do any "canyon" driving. If it's a drag only car you can definitely go without one but it will still be beneficial.

A good set of cams is definitely one of the best bang for the buck power upgrades for the 4G63. I've had a couple big cam/high compression Hondas and NONE of them responded to a set of nasty cams like my Talon did. I have Crower (not BC) 272's and friggin' love them.
Pass on the budget tubular manifolds for a daily driver. I recommend an Evo3 manifold or ported 2g. Both flow enough that people have been able to run 10's through them.
