As far as I know, All the clear tails are illegal no matter what color bulbs you put in because there are no red reflectors in them in case you have the lights off or a bulb is burnt out. Most altezza style taillights are completely legal if they have a DOT stamp on the lense.
Probably not! The front bumper and sideskirts will most likely fit, but the stock rears are different on the eclipse than on the talon. However, most places should allow you to mix a match kits, so you can still have the Blitz front and sides but pick a different rear that will fit the talon.

It's not really worth turboing the NT's either. With the stock internals of the NT engine, you won't be able to get more than 8 or 9 PSI of boost out of it without damaging the engine. You have to spend alot more money on lowering the compression of the engine with new pistons, valves, etc...

You can't use universal K&N's with the first gen. It has to fit the stock airbox lid that has the Mass air sensor built into it. Or else where are you going to hook up the sensor. And yes, they have Injen Intakes for the 1G na's. I have one, you can see it in my gallery pics. Works great.
If you want to save some money, you could go with Kumho Ecsta Supra tires. Perform very well wet or dry, Z rated, and at the right places you should be able to pick up a set for $400 or less. I have Kumho's, and they ride so much nicer than my stock tires.
As far as everyday driving and short term racing goes, either are fine. A friend of mine cracked 2 different sets of cross drilled and slotted during heavy racing on a 4 mile road course, He's going with only slotted from now on.
For springs a good place to look is on www.nopionline.com . But the Eibachs the were suggested in an earlier post won't give you the drop you want, only about an inch. Intrax are good springs (which I have) and drop 1.7 inches and Sprint Extremes go a full 2 inches.

As far as I know, the only similarity between the neon and the DSM's is that the engine in the neon is the same as the 95-99 2.0 NT DSM's. Not even the same intake will fit in the engine bay. I highly doubt springs are the same on both cars.
The turbo engines run a lower compresion than the non-turbos to allow for more boost. So putting a turbo on a stock 2.0 NT wouldn't help very much without completely redoing the interior of the engine to lower compression. Not to mention the proper exhaust work to allow for the increase in air...

I had some bogging in low RPM's in my car also. It was still under warranty and took it in just to find out it was a simple as a bad plug wire. Try checking your spark plug wires and you might want to change them anyway.

The smoke is most likely an oil leak in your blown turbo. As far as the rattling sound, check all your heatshields. I just had a stainless steel muffler put on my 93 and they noticed 2 loose heat shields. I just had them take them off and that did reduce some rattling I had also.
