I would still do a compression check on the engine. You really dont want to be driving the car around if it has a bad head gasket and unless you have synthetic oil white smoke is 90% of the time coolant and not oil.

Just for shits and giggles try unplugging your o2 sensor and touching the gas to see if that helps any. I had a bad o2 sensor do this to my talon a while back. If you unplug the o2 sensor your ecu should revert to a "limp home setting" but run.
You can get compression and still have slightly bent valves. I had that happen to me on my 90 talon about 2 years ago. If you are taking the engine out anyway I would say pull the head and double check and put the new headbolts in it. Better safe that having your car burn oil and lose soem power.
You mentioned your belts were changed recently was the timing belt also replaced and if so did the whining start just after? A timing belt that is not properly tensioned will make a supercharger type of whine.
I agree mostly with Raph. I would however check your exhaust wheel of your turbo since that small part of your valve may have went out the exhaust manifold. You want to check your exhaust wheel to make sure there are no chips or cracks out of the blades. ( I rebuild turbos I have seen it happen.)

You never stated that you ran a compression check on the engine after installing the head. That is always one of the first things I do after you get the timing set and double checked. I would check out your compression.
My car is doing the same thing. I have had to rebuild my engine 3 times in less that 250 miles. The timing was installed corretly and the auto tensioner replaced each time. This time I am also replacing the idler pulleys. Do you think that this will solve my problem? My car also has the balance...
If it only happens under acceleration then I would say it is the cv shafts. I had that problem before. It only happened under acceleration above 45 MPH in my car. There doesnt always have to be a rip in the boot for a cv shaft to go bad although it happens a lot less if the boots are all intact.

You could always take the starter to an auto parts store to have them put it on a test bench to see if the starter is kicking out on the bendix. If the starter is kicking out on the test bench and the teeth on the flywheel are not stripped then you may have the starter wiring not connected right...
