    switch the a/c fan relay (which is obviously working) with the engine fan. If it works then the engine fan relay is bad and needs replacing. If not, it could be temp sensor or ecu.

    double check the mpi fuse to the fuse box. When i had a blow radiator fuse, it looked like it was making contact and it wasnt. took me 3 days to figure that out sadly enough... Use a test light or meter to verify.
