I would agree on a maintenance, Timing belt, Bearings, Water pump, Balance shaft belt, check your Crank pulley for any cracks, oil change, tranny change, coolant change (summer is right around the corner), spark plugs, fuel filter. I sure there are some more things to check, but these are key...
Yes, if you can afford it. The NOS octane booster actually give a decent increase. I would say at least a 1 point to 1 1/2 point per 16 gallon's of 91. It will make a solid 92, and is safe to use with sensor's and cat's.
Wht kind of logger are you using? can you see/adjust your timing? at 14 psi on stock injectors is pushing it. you'll end up with too high of IDC's. adding more timing makes good power on lower boost levels.

I say it all depends on boost and power goals. I'd use the 6's for anything under 18-20psi, and use 7's for anything over 18-20psi. NGK's BPR7ES are good for at least 360-400whp... just make sure your gapped properly. i run 7's on 24psi 91 octane and gap to .024 -.022 to make sure not to blow...
Yes, in the 98-99 ECU's you are able to flash. you have to get a cord to go from your ODB-II port to computer. then use a flashing/logging program. I'm sure there are threads about this very subject.
