I think you have nailed it, sounds like a defected chip to me. How about put that defected chip in your friend ECU and run it in his car? Since you are not the original owner, I am not so sure whether ESM tuning would repair that for you. Good luck man.

I think you have an air leak by the intake manifold gasket. I had the same problem after I swapped in the evoIII intake manifold along with the phenolic spacer. Do a boost leak test and see if you can pinpoint where the leak is coming from.

+1 on the clogged fuel filter. should never put fuel injector cleaner in the tank when it's empty. Just get some 19mm wrenches and a new fuel filter, replace the filter right on the spot. shouldn't take you more than 1.5hrs to knock it out. Good luck dude
