Please make sure your knock sensor is torqued properly. Mine was too tight and picking up everything as knock in the 3.5 to 4.5 range. 17 to 20 ft/lbs. i believe. I was battling this phantom knock for years and always having timing pulled by the computer until this simple fix cured it.

I believe the 95 is OBDII. Yes they will hook up the OBDII cable. The entire inspection is based off of the OBDII system if you have it. If you have a CEL, don't even bother trying to pass inspection, unless you want to buy some time for re-inspection.

If you haven't already, double check the master cylinder too. I usually replace both as a precaution during a tranny job (they're cheap enough). I had a similar problem and it was the master cylinder on my 1992 Laser. BTW, don't force it into gear or you will be replacing the shifting linkage...
