burning oil at cold idle is tel tale sign of bad valve seals. So if your compression test comes out good i would look into that. also is your Valve cover Gasket leaking at all? because new engines that have a clean head makes it hard to see oil coming out of the gasket. But once gravity gets it...

it could be alot of things start with making sure the spark plug wires are in the right spot's. Does the car run good if you give it gas?

If the timing belt is not on correctly then yes you could be tapping the valves. I doubt it though. it could be the belt tenchoner on its way out. pull off the timing cover and check if the tenchoner is in spec. also check if the timing is correct while you are in there. Who put the new head on...
