So, someone has wired up the fan without the thermosensor as 19Eclipse90 said. Which means the fan is never going to come on until you either find a stock fan wiring harness that will plug from the hacked connector in your 2nd pic to the thermosensor, or you bypass the thermosensor by jumpering...

I do not believe anyone makes a spacer. When I removed my A/C, I just used a cut off wheel to cut off part of the A/C bracket to keep as my spacer. You need it, otherwise it wont be long until the bolts for the carrier snap off in the block.

I guess I should update this. I decided on Michelin Pilot Super Sport tires and got the wheels installed a few weeks ago. Also picked up an HKS Carbon Ti catback and put that on.
Well, so far I love them though I have only driven about 10 miles on them. :p I went from stock wheels with generic all seasons to a 235/40/18 PSS on 18x8.5 Volk RE30's. So as you can imagine it was a huge noticeable improvement. Steering response on these is amazing!

This looks like a classic example of some form of debris falling down inside the timing belt cover. Have you been driving around with the upper timing cover off? Time to pull the lower cover and inspect, you'll probably find something (small bolt likely) sitting at the bottom.
