The only possibility is that the ballasts arent getting power. Are they wired to the battery properly? Of so, can you hear them "hum" when you turn the lights on? If so, the lights should come on.

Yeah the oil is a good level. Doubtful its the exhaust manifold (being a jeep owner I know that sound pretty well.) It does go with the RPMs also. Hard to tell if it's louder near the timing area or louder kinda under the intake manifold.Is there any way a starter could keep making this...
