I agree timing belt set with water pump and tensioner for $85 is way too low it aint worth it if those parts fail ruining the engine. Spend a couple extra bucks and get quality timing parts. First inspect how your tensioner and pulleys are and take it from there.
I agree verify everything. too me it sounds a little fishy, "does not run and dont have title" I could be wrong though but check it outalso after u check everything out and is legit go to the tag place with the guy they should be able to produce the title on the spot if its all good.

Take off the 4 bolts holding the turbo to the manifold and open it some. crank the car if no smoke comes out then is the turbo. And like dirtydsm said take off the intake and check for shaft play and oil residue.
it could be your sending unit, when you check it was the floater arm bent? also it should have three wires a positive a ground and a sending wire, put the sending wire to ground and see if the gauge moves.

I would start by getting a haynes manual so it can tell you the right resistance at the wiper switch but you are going to need a multimeter if you dont have one.
Well that happen to me not too long ago and it was the starter power cable that was shorting out, causing the car to not have no electrical power at all. Let me add it happened out of the blue.
