Using the wrong fluid could be the problem, Ive read about people having similar issues and it turned out the seals in the rack and pinion were meant for atf OR power steering fluid and using the wrong fluid would cause a leak.
I don't know a whole lot about dirt racing (at least the rules anyway) about what you can and cant do.
Weight reduction wouldn't hurt if you haven't already done that (and depending on what the racing requirements are.)
I had a very similar problem a few years ago, accept mine was idling at about 4k. (sticky throttle cable i believe) I just hit the pedal a few times and it settled back down to normal.

When you were in there did you change the filter? My car had very similar behavior to what you are describing, I changed the fluid and the filter and
it ran like new again. That filter was pretty stopped up,
(could hardly pull fluid through).Hows the filter in that thing?
you could turbo the 1.8, its been done. not so sure about cost or reliability though.

also find out if he had the motor rebuilt for performance reasons or if it had a blown head gasket/bad rings. If it the latter reason it could mean it was mistreated. an engine rebuild at 79k? Hmm

what about b & m trick shift? I was just in o'riley and they actually had that stuff. keep in mind this transmission is not in the best shape ever, so do you guys think castrol atf+4 would be best for reliability?And also would that lubeguard stuff be a good idea as well?
Im not so sure about it being a chrysler trans i'd be more sure of it being a Mitsubishi trans, its been used in our cars, the mirage,and Ive even heard Hyundai cars.And 92 gsr:4 stay with 5 speeds autos seem to be a curse from my experience haha.
