I'd say get a new belt because that one that fell off most likely got damaged when it fell off, not really a problem if it stretches, just any edges it might've gotten when it fell off :)
What I'm saying is the plugs should come pre-gapped if you bought the right plugs. I've never had to gap any plugs after I buy them and never had any issue with loss of power or fuel economy.
