Do you hear the start solenoid clicking when you try and start it? Check you battery (make sure it's not dead), fuses and wires on the battery / starter
Check all the fuses/ relays and wiring. Usually if the wipers are not returning to the park position the problem is in the wiper motor or the hot wire to the wiper motor.

Well i fixed the problem with the bogging down between 2-3k rpm range. Since i put a 97 motor in my 95 talon i had to switch my injector firing pins as well. Soon as i did that it fixed the problem.I am still finding that it will randomly bog down sometimes and i think it is still misfiring...

Thanks for the advice, but turns out some how the driveline was seized into the transfer case. I removed the driveline from that transfer case and got a new one. The driveline slid into the new one with out any problems and rotates with out much force. Problem solved.
