Does it smoke under boost? If yes then I would check the oil feed line for the turbo. I just rebuilt my engine for a smoke issue and after rebuild it still smoked, so I researched the turbo oil feed line and moved it from the filter housing to the head and now it runs like a raped ape.

Turbo is newly rebuilt, no shaft play as well. If it were the rings, wouldn't the performance be worse and wouldnt the compression be low?

Pull the valve cover off, if its tight you have 2 options, 1- be very careful and pry it, or 2-use a 2x4 place it on the front and hit it with a hammer to loosen it, again be very careful. Once its off replace the gasket and the 4 plug hole gaskets. When tightening hand tight all bolts first...

You want an experienced person to bore or hone out the cylinder walls. Once this is done, usually by a mchine shop, they can put it together for you as well. You can do as i did, read up on this site, buy all the parts you want, and take it to a shop and tell em to slap er together.

My 98 has one came stock with the car.

Boost leak test and found leaks in the throttle body seals. Fixed leaks at upper inter cooler pipe and biss. Also, fixed loud noise on crank up which was a very loose starter. Next up, to fix throttle body seals and install check valve on pcv line.

I had a similar issue and after changing all gaskets, I found it was a o-ring in the oil pump. You might want to check there as well.
