This is actually incorrect. More voltage=less amperage. Voltage and amperage have inverse relationships. That's why high draw devices such as air compressors, ovens, etc use 220v to reduce draw by about half.
You don't need to eyeball it. Measure it. Measure it again. You need to measure at several different points in the cylinder with a bore gauge. If you can feel anything in the cylinder wall with your fingernail it might need more than a hone. Align hone is for crank and cam bores, not cylinder walls.
A fender roller WILL NOT work. I own an Eastwood roller and tried this exactly with no luck. I had to cut slits in the pinch weld and beat the lip in with a hammer.
Actually a SD tune could give you better drivability because of its ability to have VE numbers adjusted both by load AND RPM. It also meters air that actually makes it to the intake manifold vs. air that SHOULD make it to the intake manifold.

It's pretty much just a spark plug non fouler that pulls the o2 sensor out of the exhaust stream a bit to trick into thinking there's a cat still present.
If you look at the 2nd pic you'll see the barb welded to the 8an bung. That barb hangs below the top of the hanger and is what the hose the connects to the pump connects to. The stock piece is gone so there's nothing for the nipple of the fuel pump to go up into.
