yes it would cool the air, but any intercooler can only decrease the temp of the air a certain ammount, the cooler air you start with, the cooler you end up with, which increases density, increasing power.

you don't "tighten" valve cover bolts, you torque them to the proper specs. if the bolts are too tight the it ruins the gasket, then causing oil to leak onto the exhaust manifold causing lots of smoke.in the picture you can see some dark spots on the block from leaking oil.
