I just installed my aem wideband in the front o2 location and using it as a narrowband in place of the factory o2 sensor, working completely fine. If the sensor does go bad after a year then that's fine for me, I like the accuracy of it.

To tighten it you only need the nut on top of the bov, but if your diaphragm in the bov is leaky then you need a new one, also, I highly doubt you're truly surging, its just the sound of the bov.
You need to buy a vband flange and weld it to your downpipe or cut off the flange on that o2 housing and get one to match your downpipe.... DuricsmitGST beat me to it... haha
You also need a laptop and wideband if you don't have that already. I'd start reading the ceddymod and 98/99 ecu flashable threads, they're filled with tons of information.
Its basically a rubberized coating, when you first spray it, it might not look perfect but once it dries it'll be good. If you mess up or scratch a part you can spray over it or peel it off and redo it. I'm pretty sure someone with a 1g did his whole car in it actually.
