If you do indeed have the black stock bov, it would be best to get rid of it. It's nortorious for leaking. The 1g bov can handle up to 22psi of boost. They're easy to find, and I've seen them going for around $25 - $30 for a used one. You will have to get the flange for it to fit your icp.
Remove the smaller spring, upgrade to the NGR diaphram, put teflon tape on the vacuum nipple to avoid boost leak, and set the bov to it's softest setting. The Greddy's should have a whoosh sound. If it sounds like a turkey gooble, that might be a sign of compression surge. So adjust accordingly...

Unfortunately a 1g bov will not bolt on to your pipe. The 1g flange is longer and narrower than a greddy. Here is a flange that enables you to bolt on either a 1g or a greddy. https://www.rtmracing.com/xcart/product.php?productid=17586
Well the 95-96 GS, GST, and GSX from the outside look identical. Except that the GST and GSX had the 16" swirles. I believe sometime in 98 or 99, Mitsubishi came out with the OZ 20th aniversery edition GS. They added the high rise spoiler. So again it looked like the turbo models. However...
Yes always ask for a maintenance history. I also would ask how many owners owned the car as well. You also might want to consider a CarFax report on the car to see if it has a salvage title to see if it's been in a front end accident.

They sell 16g install kits to bolt an EVOIII turbo to your DSM. However I'd start focusing on getting the regular maintenance outta the way. No point on bolting on all these toys, only to have your timing belt snap in the middle of the freeway! Looks like you have a few items already to start...

What's the best setting too put this on. From what I read, the bov should sound like a whoosh (a more softer setting). If it has a flutter like sound, does that mean it isn't fully releasing all of the air coming from my intake when I let off on the throttle (Compression Surge)?

Cool, my Spyder I use as a weekend car as well! A month ago I finally got around putting a EVOIII 16g, and now it's slowly becoming my DD ROFL. How about your suspension set up?
I agree...it's good too look ahead. You may never know, in the near future you might want to do more upgrades. It'll save you money and time in the long run. Go with the 255 bro.

Install those 550's, get a wideband, and invest in a Walbro 195 or 255 plus the rewire kit...if you haven't done so already. Basically what everyone else suggested to you :D
