That's 99.999999999999% sure to be lifter tick, they're idiots and you can't assume something about a vehicle just from a sound, its not a proper way to diagnose. A sound is supposed to give you an idea, but you still need to run the tests to confirm the problem.
Transistor (ignition control module) burned out, I can pretty much guarantee that's the problem from how you're describing it, but I'd also check the 20A fuse in the engine bay, the one labeled motor, but since the cluster lights (CEL, oil, ect ect) still turn on it shouldn't be that.
Bent valves will cause pretty much no compression, 135 or bellow means the rings are shot and the motor needs a rebuild. You're not "supposed" to have 180 across the board, a lot of things affect the factory compression like years of use, what cams are in the car, pistons, ect.
Confirm its a bent valve by doing a compression test, 135 is the service limit just in case he tries to say otherwise. I've seen "technicians" say a car had bent valves even though the compression came out in the mid 150s or higher, its stupid techniques to try to sucker those who don't know out...
