I have an oil leak that looks like it is coming from the oil filter housing. Does the bolt the goes through the balance shaft belt intersect with an oil passage? I am fairly certain it is coming off the top of the oil filter housing but if that doesn't fix it I was wondering if it might be coming from the balance tensioner. Any help is appreciated.

There are several locations that make the leakage looks like from the oil filter housing. I would doubt the balance shaft oil seal or the balance shaft belt tensioner bolt first. If you upload a pic, maybe more people would be able to help you better.
 
Usually an oil drip on the housing is an indication of either an oil pan leak, cam seal leak or crank seal leak. I believe the only oil retaining nut on the timing side of the motor is one of the long hydraulic tensioner bolts.

The oil pump housing, and the oil filter housing rarely leak on their own. The primary leaks are the oil pan, cam seals, crank seals, and oil pump pulley seal. Make sure your oil filter mounting bolt is secure and the oil cooler isn't loose. My project gst had the oil filter bolt so loose it would shake when you grabbed it
 
Here is a picture. Can’t see the oil I just put the motor in and the oil is very clean. But where the red circle is I get a pool of oil but not really any above that.

I had a leak from behind the same pulley for the Balance shaft. There is a seal behind the pulley that was the culprit fix it for me.
