I have a 90 gs with 2.0 non turbo, I have fuel to the filter but no spark.
I have replaced ecm because cel was not on with original ecm.
it had bad capacitors, Now I have reman ecm in place still no CEL.
I have done test procedure on ICM it proves to be bad.
Can I please get some advice on this.

You have some wire tracing to do. Id start with basic plug checks under hood. Dont rule out that "new" ecu. Quickest way to check is to swap into a known running car but NT cars are getting kind of rare.

Thanks for the advice ,I have already contacted ecm vendor. They want me to send the original ecm as well as the reman to compare.
I mentioned something about it needing to be a non e-prom ecm, that's when he said send them both,
In reference to the Ignition Control Module, I am going to test by chilton's procedure one more time. Kinda want to be sure it is bad before dropping 225 on a new one.
Thanks again for your advice,I guess I will wait until I get the ecm back now.

Your 90 GS most likely had a MD128624 ECU unless it started life in California which would have had a MD128622.

Like the turbo cars their were changes between the 90 and 91 model year with the ECU, Engine, Ignition, and Dash Cluster that create interoperability issues and it's easiest to make sure you keep everything the correct model year.

I don't think I've ever seen a EPROM version of that ECU in the wild. I know they exist because that's how the factory did it's development work. If you were to run across a stock EPROM MD128624 ECU it would function the same as the non-EPROM version.

The most common 2.0L NA Federal ECU is the 91-93 MD166255. It will have issues working in a 90 car with the tach reading correctly and will need the IPS signal moved on the ECU connector.

You might want to review http://www.dsmtuners.com/threads/1g-basic-ecu-mpi-circuit-function.435961/ for some diagnostic tests.

I have done dignostic test in link you posted, everything checks out except voltage to pins 102 and 107.
I have voltage on 102, but immediately trickles down to 4.5 volts and no voltage on 107.
By the way ,i had a chance to do a better bench test on the ignition control module(power transistor) and it does check to be ok
Where to from here

Let's assume for a min ecu is good. Are you getting fuel at the injectors (fuel pressure at rail is not enough of a check). Or are you missing only spark?

I know there is no spark to the spark plug, the injectors as far as I know are not putting fuel in, because the plugs are dry and do not smell like gasoline.

I think you're chasing the wrong thing then. Ecu is more suspect or signals to ecu. Cam sensor possibly. I assume timing belt is ok? When is the last time car ran?

Last time the car was running the previous owner had it,broke the timing belt.
I picked it up for 200 bucks the interior is perfect. So I replaced the engine with a low mileage replacement engine from japan.
When i received the engine I changed the timing belt water pump and gaskets, had the gas tank cleaned ,and replaced the fuel pump.
The car would not run, i done some research on your website here and learned the CEL is illuminated by ECM.
So I purchased the reman ECM from all computer builders out of Florida, still no CEL.
All Computer Builders say send it back, now Im waiting on they're answer.
IM LOST

Those two pins should also be tied together at the MPI relay and as I said in the MPI thread if you ground ECU pin 63 (with or without the ECU plugged in) the MPI relay should activate and present battery voltage on both pins 102 and 107.

I misread that part of thread, Ill have to say Im not normally this deep in the electrical system.
I had checked relay outside of car and both sides of it were engaging, and the grounds were good in the harness.
Like i say Im waiting on the folks in florida to send me an answer and my ECM back .
It will work out sooner or later
