2G 420A Crank Pulley Help?

Hey guys. 1997 Mitsubishi Eclipse with the 420A / 5 speed. Had an issue start last month that has been driving me nuts. Noticed my crank pulley was making noise at around 2-2500 RPMs. it'll make kinda of a "shh shh shh" noise, at these RPMs. It was very loud, so last weekend I finally decided to buy a new crank pulley and replace it.

New crank pulley on, everything back together, and I still have the noise at 2-2500 RPMS. And on top of that, I decided to pop my hood and look at the crank pulley while the engine was idling, and it seems to be wobbling slightly, but a rev (or any constant throttle above idle) and the wobble stops. Not sure whats wrong?? any help or insight would be appreciated. Thanks guys!
 
Are you certain you torqued the pulley bolts on properly? If it were loose, it would make sense for it to stop wobbling when made to spin faster, as it would ad equilibrium to the spinning. Did you look to see if there's anything rubbing on any moving part?
 
Just as a quick bit of advice if you've got a torque wrench the torque spec for it is 105 ft. Lbs and the bolt head is a 19 mm
