You wouldn't know unless you unhook the actuator from the turbine housing and you're able to force the flapper closed beyond what the actuator will allow. If there's still adjustment left on the actuator you can just add tension as a temporary solution until the cover moves again.
From your description I'm 99% sure that's what is wrong.
