Pic attached. Been like this for about a month since I replaced my IAC valve.

Why did you replace your IAC/ISC?

Managing the idle speed is one of it's functions, and you need to set the BISS after replacement to that the IAC isn't being driven out of range and unable to control the idle speed but if your old one was shorted there could be damage to the ECU and even with a new IAC the ECU wouldn't be able to step it in to raise the idle. That could cause this.

I replaced the IAC because it threw a CEL. Replaced it real quick and the light went awa . Afterwards I noticed it idleing a little lower.
 
Also check the throttle cable slack at operating temperature. Personally, both of my Tsis idle about the same as yours and I never had a problem.
I mean technically since our tachs are in 10 step increments isn't that 800 anyway? ROFL I believe 750-900 is spec

I'm right at 700 same as the pic and never had any problems. Just a little more shaky with the poly mounts then regular mounts. My biss screw is all the way in, and can't adjust anymore so I'm good their. :idontknow:
