Carefully pull the plastic vent out, and epoxy it. Be sure to get some good weight on it to keep it flat. Better yet, you could remove the dash and then epoxy it. Use a couple of clamps to keep it together while the epoxy is drying.

I believe it just clips in to the dash. If you remove the dash (if you go that route), it should be much more apparent.
 
Pop the vent out from the ends with a little screwdriver. Squirt some gorilla glue in there. If you don't have a weight plate, take a small piece of plywood and lay it over it then wedge it with a tennis ball against the windshield.
 
Double-Bubble epoxy. Alternately, use Q-Bond. Q-Bond is my new favorite, it fixes everything. I have grown to dislike Gorilla Glue over the years, you have to have an extremely clean surface for it to last, and it has a shitty coloring, becomes brittle over time.

I've had luck with a heat gun on interior panels. You definitely want to get a little heat on it. Otherwise you are going to have a loaded spring, waiting to pop back out.
