Anyone know why my Blinkers work but the flashers don't?

I checked all fuses, all work. I checked to make sure the back of the flasher button is plugged in, it is.

If I press the flasher button and put on the turn signal to either left or right nothing happens.
Press off the flasher button and then the Blinkers work.

Any ideas?

I wonder if it could be the junction box / relay thing right above the radio?
 
I still have this problem.
I switched out the relay box behind the stereo.
I tried 5 different hazard switches.
tested the green/yellow wire ground that goes to the relay box and the button. Used continuity test to make sure its grounded.
all my brake lights and blinkers and headlights work.

If my hazard button is not connected then my turn signals dont work.
Checked all fuses. I dont see a label for hazards specifically.
my hazards use to work. Then I got my car alarm installed and when I needed to turn my hazard lights on they didnt work.
all my lights flash when I click lock on my viper keyless entry unit.
 
UPDATE:
I found the fuse that says hazard in engine bay fuse box. The fuse is fine. I tested power to both sides of fuse it gets 11.44volts with key off
I checked flasher switch wires for power and did not find any. Which wire at the hazard switch is suppose to see power?
 
The hazard warning switch should always have power on the green/white (but this just runs the hazard warning switch illumination light), and always on the red/white [which gives power to the turn signal/flasher unit (which you call the relay box behind the stereo) only when hazard button is pressed to run the hazards].

The black/white should have power when the key is On. When hazard switch is off, the black/white is connected to the green/orange which provides power to the turn signal/flasher unit and is the way that unit gets power for the turn signals. That is why when the hazard button is not connected the turn signals don't work. Since you say the turn signals work it sounds like the alarm connections are the problem. I'd disconnect all alarm connections to see if everything then works.
 
Update:
Green / White wire has 0.00 mV with key off, 0.07mV with key on
Red / White wire has 0.0mV with switch pressed and key Off. Key on it has 0.2mV
Black / White has 11.85v with key on. With key off it has 0.0v both of these with button not pressed.
Green / Orange has 0.0v with key off button pressed and 0.0v button not pressed. Key off button not pressed it has 6.5ohms, Key off Button pressed it has 52.5ohms. Key on button not pressed it has 11.62v. Key on and button pressed it has 0.3mV.
 
Red/White wire should ALWAYS have 12v no matter what and is likely your problem. Check it's 15A "hazard" fuse again in engine bay (remove and test continuity). If that fuse is ok and you see 12v on each side, then the red/white wire must be broken between there and hazard warning switch (pin 6).
 
I tested the Hazard fuse in engine bay.
With the fuse in, It gets 11.85v. It also has continuity from fuse to body ground/power. But no continuity from fuse to red /white wire at the hazard switch.

When I pulled the fuse. The bottom side of the fuse connection has 11.85v but the top sees none.
Also no continuity from either side of fuse connection to red/white wire at switch.

So I am assuming there is a broken or loose or cut wire some where in the dash.
I don't know where any of the wires run for it. I am still waiting for my copy of the fsm to come in.
I have a feeling that the wire that is cut is somewhere near the viper alarm connections because when I press Lock on my key all the lights flash.
 
From fuse to red /white wire at the hazard switch (which is where the red/white wire goes). But first I'd check the viper alarm connections to see if they're correct. They may have cut the wire to use it themselves.
