The majority of my car is stock. I ran into some problems after last winter and boost leak tested and found my intercooler pipe connector fell off. It's sat for a couple month and now the cars idle is excessively high. When you are driving and let off the break the car will pull slightly and you will start moving, it also also makes it very hard to slow down.

Then, when you switch the vehicle into park after driving, the RPMs launch up to about 5 or 6k. While driving it is always around 2k. I Have done a boost leak test and got rid of any major leaks I could find. I've tried adjusting the BISS but it seems once any change is made to it, it will idle too low and stumble. I was leaning towards my throttle cable or throttle position sensor but could use some guidance. Thanks

Check throttle cable as posted above.
Do you have single cable or a cruise control box?
Cruise control box tend to get stuck from old age worn spring or rust. Happen to me LuckIly mine was manual trans so I shut car off before it try to redline. Dodge avengers and sebrings got same box if you need look at junk yards.
Also check your idle air controller that can flutuate the idle as well.

The iat ain't shooting you up to 7k. Your throttle is getting stuck about wide open. Man thats dangerous. Do the non cruise cable. Its super easy and takes about 10 min. Then see if it still does it. If its still doing it after that i would rebuild tb.

If your "leaning" to the tps, did you even check it? It's not that hard. You need to check your tps adjustment and isc (iac)with a multimeter, then adjust your throttle cable and biss accordingly, although I agree with Jim about the Isc not pushing your rpms that high. But, if you were playing with the biss with an out of whack tps or isc who knows.
