So I'm having a problem where my blowoff valve ring seal that is part of the ic piping pops up under boost, causing a massive boost leak. I can't get it to stay in for the life of me. Any suggestions?

The problem is the smooth surface there to which you're clamping. Without a lip or something there you're really not likely to get that to hold. You could get a shop to weld a small bead on the end around that flange which should do the trick. Alternatively, if you are feeling ghetto, you can make a bead out of JB weld yourself. When I've done this in times when I needed a quick fix I used duct tape to layer up a channel, then a applied the JB weld in the channel using something like a toothpick or something and let it set. Of course make the surface as clean as possible prior to doing this.
 
That hose clamp looks like it can't really handle clamping the intercooler pipe onto that rubber gasket/grommet and then finally onto the BOV. The whole system doesn't seem right, the BOV uses a completely different flange. Lots of potential for leaks there. You'd really want to get a hard pipe with the proper flange welded onto it. If you're trying to save money and just want the noise and don't really mind a potential boost leak you can try the hairspray and t-bolt method like CrackDSM suggested.
