Just bought a 96 eclipse gst. Its running rich and I need to know whether or not I can drive it like this without hurting it. Also if theres a way to fix this without getting a full blown dyno tune
 
You will want to create a profile and make a comprehensive list of modifications. This way, others can see what you are working with. You also need to look at completing routine maintainance. There is a wealth of resources available on this site, and encourage you to visit the resources tab before moving any further.

Stating that your cars does not run well, can it drive like that is not going to get much help. It is vague at best. Can you drive it like that? Perhaps

Running rich can cause a number of issues. Staying off the throttle would help. How rich would rich be? 13:1? 10:1? 8:1?

You can fix it without going to a dyno by figuring out what you have and troubleshooting to find the cause.
 
If its a stock car, a tuner will not help, if there are no evident boost leaks/vac leaks, need to do part checking, if its not stock check ecu perhaps it doesn't need a retune If the car been sitting and has ecmlink or some similar.
Rich is safer than lean to a point if you need to just get it somewhere, if the wideband is pegged at 10/9.0 I wouldn't
 
Excuse my lack of knowledge but im not much of an import guy. This is my first So ill have plenty of questions "a 96 eclipse gst 104k miles 6bolt block and 7 bolt head comes with 6bolt intake manifold with a 14b turbo,3G lifters,3.5"full exhaust,boost controller,boost gauge,safc2 neo,front mount intercooler with intercooler pipping with bov. With a rebuilt transmission...Will come with extra 7bolt head
Need it gone by this weekend taking offers car is running rich" thats all the description I have rn. Picking it up tomorrow.
 
If you have not purchased it yet, I would see if the owner wouldn't mind you doing a compression test. You could check the plugs at this time. I would also check mechanical timing as well. I would hate to buy someone else's problem. At stock boost and injectors, the 14b shouldn't need much adjustment from the AFC.
