Can my fuel pump be bad if it cuts on thru Ecmlink?

Ok car cut off on me today and before it cut off it went all the way lean on my wb. Had someone try to crank it while I looked at the afpr and it wasn't reading anything. So I expected fuel pump, BUT I can hear it cut on when I activate it in link and it will try to start with and without it activated thru link. Would the pump be bad if I can hear it cut on thru link? Its a wally 450.
 
Just because it turns no. Does not mean it's providing enough fuel. Yes a fuel pump can turn on and still be bad
