So here is a photo of my driver side side-skirt. My passenger side is about the same in terms of chipping. I finally got the car running and now that I'm looking at body work, Im trying to figure out if its best to just fill this in or if there's a way to even it out. Any ideas are appreciated. I finally wanna make this thing look nice!

Looks like someone tried filling it already. Possibly fixing a crack?
Sand/grind everything down to the plastic and start over, don't try just filling this one spot. Also grab a paint scraper and see how much you can knock off with it. Usually if it's filler it will come off in large chunks and save you a bunch of sanding time.
 
Pressure wash it? And a previous owner bondo the side - skirt on. How would I sand just to the right point in that area? And as for painting the bondo, what grit would I use to make it stick to that?
 
Pressure washer will help flake off that filler and knock away any loose paint.
Definitely get that fill off plastic. Even with proper prep this much filler will never hold on to this kind of plastic.
Usually about 220-320 grit is used for sanding for primer to stick to. Then primer is sanded with 500-600 grit in preparation for paint. In this case you might get away with 500-600 sanding and spraying paint with no primer. Do remember to use adhesion promoter. It is a clear liquid that comes in a spray can. Any paint store should know what you are looking for.
