Im putting in a new lateral lca (lower control arm) and i know you are suppose to wait to torque the two bushings until its in resting position. However I dont have an impact wrench/drill so that will be a hassle. I was wondering if you can get close enough to resting position by just putting the jack under the lca/brakes and toquing the bolts when the jack has most the weight supported

This is better than doing nothing. I have a block of wood that I use. Get it under the brake disc which helps put the most load into the suspension & jack it up till it lifts a little off the jack stand; then tighten all the bushing up.
