Lifter tick normal in rebuild?

So as the title says, I am dealing with a nasty lifter tick!

The motor was recently rebuilt as a 2.3l and has maybe 300 miles if that on the rebuild.

I figured it was me running 20w50 in below 50 degree weather to a 10w30 based oil. Still no luck. The tick also, does not go away at all. It doesn't get better or worse as the engine gets warm.
 
Just noticed the 300 mi part, if you've already put 300 miles on the thing and they are still ticking, there is a problem, not soaking them in oil would only cause them to tick a little bit on first startup, they would pump up relatively quickly. What lifters did you use, did you use engine assembly lube on the lobe side of them, and do you have cams or anything? Also, it might not be lifters, a loose rocker can also cause a ticking noise. Make sure you have the rockers installed correctly, and that the cams are bolted down good, also make sure you tighten the cams down gradually, and in the correct pattern, don't just crank one bolt all the way down one at a time.

Did you have the head milled? If so how much did they take off and was the oil port mod done to compensate?

Could be that the oil relief is lacking and the oil isn't flowing a it should. The oil port mod should be done in my opinion regardless if the deck is milled or not. Eliminated my lifter tick in my last rebuild.
 
Why was the engine rebuilt? Was the head rebuilt too or just swapped to the new 2.3? Did you clean, prime, and bleed the lifters? Are they revised lifters still the stock ones?

Oil pressure is definitely something to look at, but I'm aiming more towards clogged lifters. If the engine spun a bearing or something and you just swapped the old head onto the new block, it's likely that debris got into the oil and carried through the head. Lifters that are clean, installed properly, and have sufficient oil should stop ticking immediately after first startup.
